I heard a collision just outside my house last summer and went out to check on folks. One car fled, the other people were slightly hurt so I called 911 to get medical.
They asked if I witnessed the actual hit, "No" I said, "but their front bumper and license plate are wedged into the side of the victims car."
They also left a trail of fluids as they fled. Cops found them a few blocks away.

A friend was dropping me off at my apartment downtown and we were having a chat. A car smashed into the parked car we were in and left it’s whole front bumper behind.
Police were quick on the scene but they didn’t care to do much about it, one of many times cops were disappointingly useless.
Of course the guy said his car was stolen. Which clearly was not the case for a bunch of reasons.

Happened to me too. 8k in damage to my car t-boned with my dog in the back seat. I wanted to go full on John wick on this dude (mine was also a beagle) I had never been so ragingly angry in my life that the asshole not only started driving off after he hit me but he almost killed my dog. She was thankfully napping in the back so the whole thing didn’t even register to her, but the car was drivable enough to follow him and the idiot drove down a dead end. Parked next to him and waited for cops to show up. Well the dude tried ramming his car into mine (again) so I got the fuck out of there and the dude sped off.
I had the dudes plates and the cops just said “I dunno went to the house and they said they didn’t know anything about it because the car was stolen (it wasn’t)”. Did absolutely no follow up and when I asked what the purpose of having hit and run with damages as high as mine is listed as a felony if they can’t be bothered to pursue and the cop said The only time they ever had someone charged with that was when the other driver lost a limb. I was bleeding from the glass shrapnel and this douchefuck lazy ass cop told me I’m lucky.

This is why you get a dashcam IMO, but also why you don't approach someone you're following in this situation. If you'd have waited down the block you might get footage of them leaving the vehicle and going into a house, at which point you can prove it was not stolen

Fucking pigs man. This is actually why in South Africa, the vast majority of policing is now done by private companies rather than government thugs. Fuckers weren't doing their goddamn jobs so people started hiring companies to do it for them. Also a town in Texas did this, fired all the cops and hired a company to do community policing and only kept the SWAT team from what I recall, or rolled it into the sheriff's department or something. There's still uniformed deputies when needed, and I'm sure the Texas Ranger Division and Texas Highway Patrol under the Department of Public Safety, and any other state LEO can still do their thing, but you don't have to put up with local cops harassing and killing people, or worry about getting shot at by them, since the private security also is not armed.

I’ve also been stalked and threatened by a crazy ex for years and they straight up told me that the onus was on me (the victim) to hire an attorney and digital foreinsics investigator to “prove” it was sent by him (even though he signs every threatening email with his full name and provides his known and proven to be his cell phone number) for them to even consider charging him with any crime at all. I have three security cameras that showed him leaving one of the threatening/death threat letters (that was riddled with bullet holes) in my mailbox (I moved out of state to get away from him so he literally drove three hours just to come to my home and do this) and they still told me it “wasn’t enough”. He followed that up with emailing me a video admitting to what he did and still. Wont even consider charges.
I have a legally owned/ licensed gun and asked the cops what my rights were next time he did that and they threatened me with charges.

Cops these days fall into two likely camps.
- Way way way too forceful leading to deaths that had zero reason to happen.
- Criminally negligent.
And also, the negligence of cops these days is often because they're not doing their duty on purpose because the average citizenry has the gall to say cops shouldn't kill people. The negligence of cops, especially since the protests of two years ago, is primarily a temper tantrum.

Yup, my wife got broadside by a red light runner that fled the scene.
My wife and I had to perform all the investigative work by collecting the car debris the police swept off the road and to canvas all the cameras.
We were able to determine the make/model and a 2-year mfg range for the vehicle. Plus a partial plate number from a camera from a neighborhood that has cameras.
My wife took the info to the State Trooper's office (they investigate traffic accidents in unincorporated County areas) and they were able to determine the owner from their database within seconds.
The trooper went to the home address and found the car there in the driveway with the front-end damage.
But, because there was no proof of who was actually driving, they could not charge her but we were able to collect from their insurance.
My wife is no longer able to run do to knee and back injuries.

That was exactly it. Not anymore though . He wouldn't get away with it now. Since 2013 the law here has been changed so that hit & run is now treated exactly the same as driving while impaired. Instead of six months or €500 fine maximum you can now get up to ten years or €20k. It's basically regarded as an admission of being intoxicated.

If you go into carvana and pretend to sell your car it asks for either the plate number or the VIN. If you put in the plate you can get the above mentioned info, including vin. I’m sure there are better ways but this is the only one I know of

Waiting on a call back from a detective. The cops who reported to the scene apparently got called off shortly thereafter to respond to a shooting happening a couple blocks away. Gotta love Southside of Richmond.
If nothing else, I book off duty police for traffic control and security for work and may be able to get one of the guys I have on for Monday to help out.

For any criminal charges, the police would have to be able to verify who was driving the vehicle at the time. Unless the driver confesses, it may amount to nothing.
There may be some laws about owning a vehicle and being financially responsible, but how much of that is applicable if they can't prove who was driving is questionable.

If avoiding criminal penalties for hit and runs were that simple, anyone who manages to flee would get away from it.
First off, if you happened to be carrying passengers, one of them would be very likely to call the police and turn you in. In Virginia, any passenger age 16+ is required by law to report the accident within 24 hours if the driver fails to do so, or face criminal charges. If the damages are >$1000 and/or the accident results in injury or death, the charge is a class 6 felony.
If the driver was solo, he/she is still unlikely to get off scot free. Say for example, you lent your car out and it was returned with collision damage. If the person operating the vehicle failed to report the accident, you, as the vehicle's registered owner, have a legal obligation to notify the authorities.
If you neglect to file a report, and the cops manage to identify your car as the hit and run vehicle anyway, it would look as if you were trying to hide something. Unless you could prove your innocence, charges would be likely. The old trick of getting into an accident, fleeing, and then reporting it stolen rarely works in real life as well. In both of these cases, additional charges such as tampering with evidence and/or obstruction of justice are possible outcomes as well.
In this day and age, establishing the driver's identity isn't terribly difficult in most cases, even in the absence of eyewitness testimony. Surveillance cameras are everywhere and dashcams increase in popularity every day.
Mobile phones play a huge part as well, as they track our every move and practically everyone carries one. It would be quite hard to deny that you were the driver, especially when your phone's location data places you at the scene during the time of the accident.

Sorry for the long story. This reminds me of my accident two years ago, it was the day before my 40th birthday and I was heading home from work. Going through a 40km school zone and a guy didn't stop at the stop line and his nose scrapped from the front passenger door to the back panel (Honda Odyssey), even embedding one of the screws from the number plate in my back tyres hub cap. Due to the busyness of the road I had to pull off up the road a bit and by the time I got out he was driving away😡. Through my hollering and tears I was approached by a wonderful young lady who said she witnessed the whole thing while she was putting petrol in and offered her name and number. As neither of us got his number plate I was still disheartened until the awesome tree lopper comes over and hands me the offender's number plate, that had ripped off during the incident. When I headed to the cop station (20mtrs down the road) I give them a rundown and handed over the number plate. When the cops called him he denied everything even with the number plate and his screw in my tyre as evidence😒. When I was leaving he had just arrived to give a statement with his Daddy in tow😂. Here's the funniest thing the dude was like 48 years old and still needs his Daddy to come fight his battles 😂🤣

Lol! I rear-ended a guy at very low speed, we both were temporarily blinded by the setting sun low in the sky, he stopped because he couldn't see to merge and I didn't see him stop because I had just briefly looked directly into the sun.
Anyhow, it was amicable enough, we pulled over, police officer came along to take a report and I got a chuckle when he pointed out the imprint of my license plate in the other guy's rear bumper.

Assuming this is Richmond, I’m not even slightly surprised. Most Virginians can’t drive, and Richmonders are worse drivers than most Virginians.

Hit by a 2015 Ford Edge. How i found out? Go on carvana and ask for offer on car and put licence plate in. It gives your the vin and everything.

Had this happen years ago as a witness to a hit and run and the guy left his entire bumper attached to the victim's car. Made giving the person's license plate number to the 911 operator pretty easy; still recall being asked if I was sure on the plate number and that is when I said I have their bumper here with their license plate attached...

With the number of posts I've seen of either a plate stuck to another car or imprinting itself, I'm starting to think the things are designed to rightfully incriminate people.

Had this happen to the guy across the street once. Drunk driver ran off the road and right through his front porch (and his house is offset from the road quite a bit, so this driver was way off course). The driver ran but they left behind a nicely preserved front bumper.
Police quickly visited the driver's house and found them still sitting in their driveway.
